Get the Facts About Measure B on the November Ballot

This November, San Diego County voters will decide on Measure B, the San Diego County Health & Safety Act, a proposed countywide half-cent sales tax.

If approved by voters, Measure B is estimated to generate approximately $400 million–$450 million each year.

The measure would create a new local funding source for five areas:

Under the measure:

  • 60% of revenue would be used for healthcare, nutrition and food security, childcare and other services and programs for children and families.
  • 22.5% would be used for environmental mitigation related to the Tijuana River sewage crisis.
  • 16% would be used for public safety, including fire preparedness, wildfire mitigation, law enforcement and 911 infrastructure.
  • Up to 1.5% could be used for administration and oversight.

Measure B would also allow the county to borrow against future revenue for certain major infrastructure projects, including wastewater treatment facilities.

The measure includes an 11-member Citizens Oversight Committee, annual independent audits and public reporting requirements.

Like any ballot measure, Measure B raises questions voters may weigh differently. These include whether a local sales tax is the right way to fund these services, how the tax could affect

residents and businesses, how responsibilities should be shared among local, state and federal governments, and whether the measure’s oversight and reporting provisions are sufficient.
